People not cleaning up after their pets - neighborhood solutions?

Has anyone had any success in getting neighbors to clean up after their pets? It’s an issue in my neighborhood.
Some people are suggesting distributing fliers asking people to do so or installing those little bag stations …but I say (sadly) that the kind of folks that don’t pick up after their pets, aren’t going to suddenly start doing so because of a flier, or a plastic bag station!
Any suggestions?

My lease states that pets are not allowed. How can I convince my landlord to allow me to have a dog?

My dog likes nuts, and I used to have a kitten that adored raisens. My sister used to have a little dog that liked veggies more than meat. She would hide it’s meat under a can of veg-all to get it to eat some. I also used to have geese who loved carrots. I would throw one in the pond and they would have a great time diving for it and chewing, then letting it go to dive for it again untill it was gone. What kinds of unusual foods do your pets enjoy?
